The National Coalition of ESEA Title I Parents was formed by 50 parents from across the nation in 1973 after a meeting convened by the National Advisory Council on the Education of Disadvantaged Children (NACEDC). William "Hicks" Anderson of Wilmington, Delaware initiated the efforts that launched the Coalition into a national organization.
The Coalition was established to provide information, training, and technical assistance to Title I parents whom the law, PL 89-10 (Title I, ESEA, 1965), had granted the right and authority to participate in the planning, implementation and evaluation of local Title I programs.
The purpose of the Coalition is:
- To build a network of parents, educators and concerned citizens committed to advocating for educational programs for disadvantaged children.
- To advocate for full parental rights, involvement/engagement, and responsibility in the education of their children; and
- To help parents become involved/engaged in the education of their children and build a cooperative relationship between the home and school.
The Coalition is a grassroots parent organization whose training and technical assistance efforts has empowered thousands of parents across the nation. Through the early support of the U.S. Office of Education, The Lawyers Committee for Citizens in Education, the Coalition has grown to become the major grassroots parent education organization in the country. Our annual in-service training conferences is the only source of information and professional development for many parents and parent educators.
The Coalition is a national leader, respected in Title I and in parent involvement and family engagement. Title I parents were instrumental in leading the"Save Title I Coalition" in the early 80's. Coalition members were involved in national efforts with Operation PUSH Excel program, The National Urban League, National Urban Coalition, National PTA, American Association for the Advancement of Science, National Council on Educating Black Children, Solidarity Day, and The National Coalition for Parent Involvement in Education (NCPIE).
Coalition members often serve as consultants to local school districts and were original trainers with MegaSkills, a nationally recognized parent education program.
